In doing so he makes use of Donald Rumsfeld\u2019s now classic distinction between \u201cknown knowns\u201d, \u201cknown unknowns\u201d and \u201cunknown unknowns\u201d to provide a trenchant analysis of the dilemmas and challenges facing 21st Century police organizations.
